The Institute of Positioning, Navigation, and Timing of Japan
Overview
The Institute of Positioning, Navigation, and Timing of Japan (IPNTJ) is a Japanese non-governmental organization dedicated to promoting global navigation satellite systems (GNSS) through the exchange of information, mutual collaboration, and international understanding among academic members. The IPNTJ was established in 2009 and is one of the largest organizations in the GNSS academic field in Japan.

Background
Positioning, navigation, and timing (PNT) technologies are supported by several engineering and business fields. Moreover, research and development in PNT have been conducted in each field as a key technology in several application fields. However, research and development are slow because there is no cross-sectional information exchange focused on the positioning. Japan lags behind the United States and European countries in the field of positioning and navigation because of insufficient systematic education activities for human resource development involved in positioning and navigation technologies. Consequently, fewer papers and presentations from Japan are submitted compared with those from South Korea and China at international conferences.
The Basic Act on the Advancement of Utilizing Geospatial Information was enacted in 2007, and several location-based services and applications, thus far, have been proposed. Expectations for location-based services are growing with several proposals and large national budgets. However, current positioning technology is insufficient as a basic technology to support all location-based service requirements.
Therefore, we have launched the IPNTJ as a new academic society to promote research related to positioning, navigation, and timing. Moreover, we focus on collaboration with other academic societies and organizations, and human resource development, involved in positioning technology.
